巴西选举如何运作

我们先来介绍一些背景。巴西选举的运作方式对地区外的人来说有些神秘。很难找到其他完全相似的选举制度。联邦、州和市政府的代表通过直接/普选产生。

对于总统、州长和市长的职位,定局可以发生在第一轮或第二轮。对于参议员、代表或议员职位,没有第二轮。在这些情况下,第一轮选票最多的候选人获胜。最后,要在第一轮中当选,候选人需获得有效票的50% + 1。值得注意的是,巴西的投票对于18至70岁的人是强制性的。强制投票制度意味着第一轮有高达1.2亿人投票。如此高的数字使其成为世界第四大民主进程。只有16到17岁和70岁以上的人可以选择是否参加强制投票。

选举预算

  • 2%平均分配给所有政党。

  • 98%根据国会代表进行分配,具体如下:

    • 35%平均分配给在上次选举中至少有一名候选人当选的政党;

    • 48%根据每个党派在众议院的候选人数按比例分配;

    • 15%根据每个党派在参议院的候选人数进行分配。

民主对巴西人民来说极其重要;这通过选举立法得到体现,即政党不能接受来自公司的捐款。这是一种反腐败手段;虽然可以接受个人捐款。

选举广告的普及  

截至2022年9月,政治广告投资已超过10亿巴西里尔 (1.72亿英镑)。由于现有的法规,所有广告材料的传播必须在相对较短的时间内完成。这意味着只能在选举年的8月到10月之间使用。
