The Creative Burden Index 2026 report cover

In 2022, creative teams were developing ten files for every campaign brief. Today, the same brief means sixteen thanks to more sizes, more ratios and more versions required for every platform the media plan touches. Campaign volumes have increased too, but not as much as the creative demand has, and both have grown at rates that far outstrip resourcing growth.

This is what we call the ‘Creative Burden’, and this is the first time it’s been measured. The Creative Burden Index 2026 draws on more than 700,000 creative files produced through the Cape.io platform between September 2022 and August 2026.

What is the Creative Burden?

It's the gap between the creative that brands are asked to make and the people available to make it.

Across the index, campaigns grew 44%. The files inside them grew 121%. Over the same period, marketing headcount grew between 2.5% and 5.5% a year. The work is compounding at 5.5 to 12 times the rate of the teams producing it.

Why is creative output growing so fast?

The platforms keep changing what they ask for. Across Google and Meta, six changes in four years moved placement decisions away from advertisers and into automation. Automation can only choose from what you supply, so the only way to be everywhere is to supply everything.

Over the same period, static image output rose 3.9 times and video 3.4 times. Social and video ratios now make up 41% of all output, up from 31% in 22/23.

Where is the Creative Burden heading?

If the last four years' rate continues, output reaches 6.4 times its 22/23 level by 29/30. Even at the slower rate of the last two years, every 1,000 files made today becomes 1,620.

On the report's illustrative cost model, a typical brand meeting that demand with headcount alone would need around 47 extra people and $8.1M more a year by 2030.

What does it mean for APAC brands?

APAC production is lighter today, with fewer files per campaign and fewer formats per message. But 70% of APAC output already sits in the social and video ratios growing fastest everywhere else.

At the global rate of change, APAC has between two and four years before it catches up. The brands that use that window to change how the work is made will be the ones that keep pace.

Why creative output has grown 2.2x since 2022, while marketing headcount grew just 2.5–5.5% a year; and how Cape.io clients closed that 5.5–12x gap with automation instead of headcount.

The six platform changes in four years (Advantage+, Demand Gen, Shorts, and more) that quietly rewrote what every brief requires.

What the burden actually costs: a year-by-year model showing production spend climbing from $1.5M to $3.3M today, and a projected $9.6M by 2029/30 if nothing changes.

Where the growth curve is heading next, and why brands should be planning production for 2030, not 2026.

A regional lens on how APAC’s creative load compares to the global baseline, and how much runway brands there have before they catch up.
