Today, over 90%*1 of television programs are broadcast with subtitles. However, surprisingly, only 3-5%*2 of television commercials are subtitled. While hearing-impaired people receive information from television "programs," when a TV "commercial" comes on, that source of information is suddenly cut off. Not only that, but I believe subtitles have been a great help in environments where the television cannot be turned on, such as hospital waiting rooms and lunchtime cafeterias.
